Senator TATE (Special Minister of State)(5.50) —I apologise to the Committee. There was a transition between the two Ministers on duty. If the honourable senator read `as is not a nominated world heritage area' she would understand what the draftsman has tried to convey in nineteenth century pedantic English. It simply means that, if an area is already a nominated world heritage area, it will not fall within the geography denoted by the term `qualifying area'. It is as simple as that.
