Senator WALTERS(11.49) —There is no point in the Minister saying that there is no implied threat. Of course there is an implied threat.


Senator Watson —Let him answer my question.


Senator WALTERS —The Minister will be answering both the honourable senator's question and my question. Senator Sanders has already indicated that the Australian Democrats want to go a lot further. The Minister said that the Democrats were making an effort to improve the Bill. As Senator Watson has said, the Minister referred to what would happen during the course of the inquiry. Senator Watson has made that point perfectly clear. But of course there is a threat. I would be most interested to hear why the Minister believes that the Democrats' amendments would improve the Bill and what his reply is to what Senator Watson said.
