Senator RYAN —Earlier in Question Time Senator Teague asked me whether the Government's decision to allow parents of 16-year-olds and 17-year-olds to opt to receive Austudy payments themselves rather than have the payment made directly to the students, would require a change to the legislation. The answer is that the present legislation says that the payment shall be to a person determined by the Minister. I have now determined that from the beginning of the second term it can be to the parent. However, to reinforce that decision we will be making an amendment to the legislation in time for the payment to be made to the parent who chooses at the time of the second term.
