Senator VIGOR(6.00) —I commend to the Senate the report on the Australian research grants scheme. This report makes a number of important recommendations as an outcome of its critical examination of the role and performance of research in educational institutions. Australia spends relatively little time and money on research and most of that money comes from the public purse. The 150 per cent tax concession may change that emphasis. The report presages the development of an Australian research council. I commend that. I seek leave to continue my remarks later.
