(Question No. 1582)


Senator Vigor asked the Minister representing the Minister for Communications, upon notice, on 10 December 1986:

(1) How many people have been successfully prosecuted for offences involving theft of stamps by safe breaking, in each financial year since Vesting Day.

(2) How many Australia Post officers in each State had the qualifications and experience which equipped them to repair or replace post office strongrooms and safes, in each financial year since Vesting Day.

(3) How many contractors were engaged in each State by Australia Post to repair or replace post office strongrooms or safes damaged by safe-breakers, in each financial year since Vesting Day.

(4) Where contractors have been used, what advertising and selection procedures were carried out in choosing them.


Senator Walsh —The Minister for Communications has provided the following answer to the honourable senator's question, based on information provided by the Australian Postal Commission:

(1) Australia Post is not involved often in the prosecution process for `break and enter' offences, which are offences against State law and handled by State police. Records of successful prosecutions are not held by Australia Post.

In addition, a search of records to identify all `break and enter' offences involving theft of stamps by safe breaking in each State in each year since Vesting Day would constitute an unreasonable diversion of Australia Post resources.

(3) The number of contractors engaged, under written contract, in each State to repair or replace post office safes and strongrooms since Vesting Day is as follows:

(4) Normal Government purchasing practice has been followed and public tenders called where appropriate.
