Senator POWELL —My question is addressed to the Minister representing the Minister for Communications. In view of the commitment by the Special Broadcasting Service to providing public access windows to public television and Australian film makers, and the development of organisations-such as Television Unlimited, Melbourne; Ace TV, Adelaide; and Metro TV, Sydney-which are able to transmit on low-powered television transmitters, I ask: When will the Government complete the drafting of guidelines on public television broadcasting which commenced in 1981, and when will it implement Australian Labor Party policy which supports public television broadcasting? Further, what is the Government's timetable for the provision of suitable broadcasting facilities for those dedicated community-minded groups so that they can start transmission?


Senator WALSH —Some warning of this question was given to my office at about one o'clock, but I am afraid that I have not yet been able to get a reply to it. I will seek one from Mr Duffy and forward it on.
