Senator GARETH EVANS (Minister for Resources and Energy)(7.26) —It is difficult to deal with the application of a statutory definition to some abstract practical situation.

Senator Durack —It is not a very theoretical situation, is it? There must be plenty of people doing research into enrichment around the world and Australians may be sensible enough to do so.

Senator GARETH EVANS —If the view is taken, on a proper analysis of the application of the section, that not merely the communication but the continued possession of certain information in this area is such as to come within the definition of the Nuclear Non-Proliferation (Safeguards) Act and to require a permit accordingly, a government will have no hesitation in granting such a permit. I am giving the honourable senator the most affirmative possible answer I can to his question.
