Senator VIGOR —I give notice that, on the next day of sitting, I shall move:

That the Senate-

(a) notes the failure of the Federal Government to bring the Advisory Council for Inter-government Relations Repeal Bill 1986 on for debate;

(b) views with alarm the Prime Minister's unlawful direction to the Advisory Council to wind up its affairs without a proper Premiers Conference decision to that effect;

(c) requests the Department of Prime Minister and Cabinet to explain why it failed to draw section 4 1 (a) of the Advisory Council for Intergovernment Relations Act 1976 to the Prime Minister's attention before the unlawful direction in August 1986; and

(d) calls upon the Prime Minister to confine himself to what is lawfully possible in the future.
