Senator MACKLIN —I give notice that, on the next day of sitting, I shall move:

That the Senate-

(a) notes with regret and astonishment the Federal Government's decision to adopt the Opposition's user-pays policy on higher education by introducing tertiary fees;

(b) notes that the tertiary fee blatantly discriminates against external and part time students and those students officially recognised as in need, that is, Austudy recipients, who have to pay and wait for months for reimbursement; and

(c) notes that the anomalies in the legislation which are steadily unravelling the tertiary fees legislation were clearly identified in 1986 and would have been eliminated if the Government had accepted Democrat amendments.
