Senator Ryan —On 20 November 1986 (Hansard, page 2605) Senator Vanstone asked me the following questions without notice:

(i) Has the State Government (South Australia) communicated to the Federal Government its intention to increase administrative charges related to PEP?

(ii) What consultation has taken place between the Commonwealth and the South Australian Government on the management of PEP?

(iii) What steps will the Minister take to ensure that the State does not milk Commonwealth or PEP students?

The answer to the honourable senator's question is as follows:

(i) Yes. In 1986 South Australia allocated approximately $166,000 to administrative support services and on-costs directly related to the Program in government schools. Estimates in relation to 1987 indicate that $273,000 will be allocated to administrative support services and on-costs. Administrative support services cover both clerical and educational support, as well as travel and accommodation costs incurred in delivering PEP to schools. No significant change is expected for PEP in TAFE.

(ii) Structures for the Participation and Equity Program were put in place following consultation with State Governments. The Program now operates within the parameters of detailed administrative guidelines.

(iii) I have asked my officers to hold discussions with appropriate State officials to ensure that all administrative costs are fully justified.
