(Question No. 1585)


Senator Vigor asked the Minister representing the Minister for Communications, upon notice, on 10 December 1986:

(1) What regular reports are post offices and agencies required to make of stamps presented to Australia Post for a cash refund.

(2) Are there restrictions on the amounts that can be paid as cash refunds by difference types of postal outlets.

(3) Are there circumstances in which Australia Post requires some sort of investigation before a large amount is paid out as a cash refund.

(4) What has been the total face value of stamps presented to Australia Post for a cash refund in each State or Territory, for each financial year since Vesting day.


Senator Walsh —The Minister for Communications has provided the following answer to the honourable senator's question, based on information provided by the Australian Postal Commission:

(1) Reports are not required as cash refunds are not made at post offices or post office agencies. Applications for repurchase must be directed to a central point in each State.

(2) Cash refunds from the repurchase points are limited to the face value of 200 base rate stamps. The current limit for a cash refund is $72. Larger amounts are payable by cheque.

(3) Investigations, which centre on the source and ownership of the stamps, are conducted when large amounts are tendered for repurchase.

(4) The following table shows the value of stamps repurchased since Vesting Day:
