To the Honourable the President and members of the Senate in Parliament assembled. The petition of the undersigned citizens of Australia respectfully showeth:

1. The Higher Education Administration Charge introduced by the Hawke Government is a breach of Labor Party policy and platform.

2. The $250 compulsory charge is a tertiary tuition fee and means the end of free education in Australia.

3. The $250 charge will severely disadvantage many students from lower incomes, especially women, isolated students and those in need whose parental income disqualifies them from Austudy allowances.

4. The Charge will unfairly impact on part-time and external students and may dramatically reduce enrolments in these areas.

Your petitioners most humbly pray that the Senate in Parliament assembled should reject or amend this legislation and recognise that this $250 charge is inconsistent with the promotion of higher levels of participation in higher education in Australia.

And your petitioners, as in duty bound, will ever pray.
