Senator POWELL(8.27) —On behalf of Senator Macklin, I move:

Leave out paragraphs (a) and (b) of the words proposed to be added, insert:

``the restoration of adequate and specific funding for the English as a Second Language General Support Element, to ensure that students from non- English speaking backgrounds continue to enjoy access to specialist language tuition and to maintain and enhance their learning potential''.

I point out that the Australian Democrats do not support the first part of the Opposition's amendment, that is, paragraph (a). We have moved this amendment because of our strong feelings, as expressed by Senator Macklin earlier in this debate, on the need for, as our amendment says, `adequate and specific funding for English as a second language'.
