Senator VIGOR(5.33) —I rise at this stage since there has been a considerable amount of debate on this matter and I restricted my remarks considerably at the beginning. The Minister, in his reply on amendments (1) and (2), said that guidelines are available and will be used in setting up these committees. I ask him whether these guidelines will be available to the Senate and whether the guidelines will be available to the Senate and whether the guidelines contain the same types of provisions as we are putting forward in these amendments. As apparently the Government and the Opposition are not supporting amendment (6), I would like some statement from the Minister concerning the safeguards which are now available for people who may claim to have been mistreated or not properly handled by the single committee which is being proposed in the Public Service Legislation (Streamlining) Bill 1986. How will that be handled? It is not obvious to me.
