Senator VIGOR(4.28) —I move:

That the Senate take note of the paper.

I shall not spend much time on this matter at this stage, but I believe this is an important area of technology which needs discussion and a thorough debate during the next session. We have a patents system in tatters, no plans for handling it, no plans in progress, as we found out in the Estimates Committee, and I believe that the Government has to tackle this problem. I recommend that both the Minister for Science (Mr Barry Jones) and the Minister for Industry, Technology and Commerce (Senator Button) look into this matter, which is of vital importance to the future of Australia. I seek leave to continue my remarks later.
