Senator VIGOR —Mr Deputy President, I seek leave to make a personal explanation.

The DEPUTY PRESIDENT —I should make it clear that personal explanations are not to become a subject of debate; they are purely personal explanations and should not be used to attack any other senator.

Senator VIGOR —Mr Deputy President, it is not my style to attack any other senator and I never have in my time in this place. My personal explanation relates to the fact that there was apparently some agreement, and I believe Senator Zakharov in this matter. I was given the Government's response to the report of the Senate Standing Committee on National Resources this morning. I was told that there would be a ministerial statement and that I would be expected to respond on behalf of the Australian Democrats, which I did. There was no intention to create any problems for either Senator Zakharov or Senator Crichton-Browne.
