Senator ZAKHAROV —Mr Deputy President, I seek leave to make a personal explanation.

Senator ZAKHAROV —I understood that there had been agreement between the Whips this morning that the Government's response to the report of the Senate Standing Committee on National Resources would not be debated today in the interests of expediting the business of the Senate, some of which is quite urgent. I understood also that there was agreement between members of the Committee that this would be so. I am not having a go at Senator Crichton-Browne because that was our agreement up until the debate started. I am certainly glad that he did say something about this response. That was the reason I referred, when I spoke before, to our speaking only very briefly. Obviously, there has been some breakdown in communication. I would not want the Senate or the public to think that as Chairman of the Committee I did not show sufficient interest to even take part in the debate. That is how it would have appeared if I had not made this personal explanation. I was acting in the interests of expediting the business of the Senate and also in the interests of having time to read the response, which was only tabled at that time, in order to respond more adequately to it.
