Senator RYAN (Minister for Education)(10.08) —Obviously, I am aware of the kinds of concerns that Senator Peter Baume has just raised, because people involved with other institutions have raised them with me. But I think we must bear in mind that the institutions are getting to keep 10 per cent of every $250 that they levy, so they are considerably better off and that should assist them to meet administrative costs. Whether they are geared up to lend or not really varies very much. Many of the institutions did collect their own union dues and things of that kind, so they are geared up. Others used student unions to do that, so they are not geared up. So it is a variable picture. There are some administrative difficulties involved with this measure but, overall, we are talking about a charge which a large number of students will not be affected by and which many students will not have any difficulty meeting. The numbers who will have difficulty are quite small, and I believe that institutions will have the infrastructure to deal with them. I am not saying that there will not be any difficulties in sorting the matter out, but I believe that the resources are there.
