Senator RYAN (Minister for Education)(9.20) —The Australian Democrats' proposal is not acceptable to the Government as it would create absolute chaos. It seems to be the intention of the Democrats these days to make the business of the Parliament as chaotic as possible. We certainly do not accept this amendment. If there were to be a provision for disallowance the disallowance procedure could take up to 45 sitting days. That period could cover two or possibly three sessions and, of course, if the disallowance motion were successful it would result in different treatment for the same category of students in the same year; that is, some students would pay, some students would not pay and so on because of timing problems. The gazettal procedure provides certainty for students and institutions. The Government really does not find anything to recommend the Democrats' amendment and we will not accept it.
