Senator VIGOR —I direct my question to the Minister representing the Minister for Communications. In view of the Government's revised timetable for the introduction of extra commercial television services to regional Australia, will the deep freeze on new commercial and public radio licences be allowed to thaw a little during the next 18 months? Will the freeing of some planning resources mean that the radio licensing process will not remain frozen, as previously feared? Why has the chronic shortage of engineering staff in the Department of Communications received only mild and passing mention in the latest annual report when it has such a significant effect on the provision of radio and television services to all Australians?

Senator WALSH —I will have to take that question on notice. I do not know the answer off the top of my head.
