Senator COONEY —I give notice that, at the giving of notices on the next day of sitting, I shall withdraw Business of the Senate, notice of motion No. 1 standing in my name for 4 sitting days hence relating to disallowance of the Quarantine (Animals) Regulations (Amendment), as contained in Statutory Rules 1986 No. 283. I seek leave to make a short statement.

Senator COONEY —The Senate Standing Committee on Regulations and Ordinances discovered a drafting anomaly in the regulations and the Minister for Primary Industry (Mr Kerin) has agreed to correct it. I seek leave to incorporate in Hansard a short explanation and to table the Committee's correspondence for the information of honourable senators and others.

The document read as follows-

The Minister for Primary Industry wished to remove from the regulations discretionary power to grant to research bodies `exempt exporter' status so that certain quarantine fees could no longer be waived. The regulations removed the provision providing for review of the discretion but did not also remove the discretionary power itself. The Minister acknowledges there was a drafting anomaly and he has undertaken to correct it in the next set of regulations planned to be made before the end of the Autumn 1987 sittings.
