Senator VIGOR(5.23) —I will be brief. I will pass on an invitation to the two leaders of the West Papuan free government in exile to visit and talk to the relevant Minister.

Senator Gareth Evans —I make it clear for the record that I did not offer any such invitation. Obvious sensitivities are involved. I ask Senator Vigor not to distort what I have said.

Senator VIGOR —Fair enough. It was brought to my notice by engineers who had been involved in bilateral programs that they were asked to do things which were completely against the environmental laws and customs adopted in Australia for such engineering projects. I use this opportunity to put on notice to the Government a request that this matter be investigated further. I do not believe that the Minister can answer me at this stage but I ask that the Minister approach the Department to make certain that the practices which are followed in engineering projects of an aid nature are made to conform at least with the environmental requirements we require of engineers and organisations in Australia.
