Senator GARETH EVANS (Minister for Resources and Energy)(4.55) —I will need to take those questions on notice. I think there is no normal presumption that decisions that governments make in the application of particular ground rules to themselves carry over necessarily to subsequent governments. I am not at all sure that one should apply any presumptive principle in those circumstances. It is on the assumption of such a presumption that Senator Sir John Carrick's question is premised. I am not sure that I accept the premise, but nonetheless I will see whether the Special Minister of State (Mr Young) wishes to make any special comment on it.
