Senator GRIMES (Minister for Community Services)(8.32) —Briefly, for the reasons I stated previously, the Government does not oppose and, of course, is in favour of, employee share ownership schemes, profit sharing schemes and other schemes of that type. But we think it is certainly initially more sensible that they be introduced voluntarily, with consultation between companies, employees and unions, rather than being imposed by the Government. There are also other factors to be considered, not the least of which are the factors in the taxation area referred to by Senator Chaney. I am sorry that the paper on industrial democracy and employee participation is taking too long to be issued, in Senator Siddons's view. But I have been assured by the Minister that the paper is coming out. I believe it will outline all the problems that arise in this area and the sorts of solutions to them. I think that is a sensible way in which to proceed. Therefore, we also reject the amendments.
