Senator POWELL(4.08) —The Australian Democrats do not support the amendment. We agree with the Government that rehabilitation services are better delivered closer to where the people are who use the services. We point out that objectives Nos 3 and 4 which are with this legislation actually require such decentralisation in the provision of services. We believe that even if this amendment were passed it could scarcely stop that process of regionalisation which has already begun. We believe that priority four, the delivery of rehabilitation services, must be established where patients are. We should not be moved to take too much notice of the providers and the professionals who might be wanting to resist, in some cases at least, this kind of move. For those basic reasons we are not supporting this amendment.
