Senator WALTERS(8.49) —The people listening to this debate, if there be any, are completely unaware that a considerable number of public servants who are being paid overtime are here to give the Minister any information of which he may not be aware, so that he can answer the questions being put to him by the Opposition. For him to ignore those questions-no other Minister has ever done that but he continually does it-is a complete waste of taxpayers' money and a complete waste of the time of this Committee. It is time he pulled himself into line or his Party pulled him into line and either made him answer the questions or sent into the chamber a Minister who will. The last time the Minister was here when we were dealing with the Estimates another Minister had to come in and take over because he was so ill-mannered that he refused to answer questions. This should occur again on this occasion if the Minister is not prepared to answer the questions that are put to him.
