To the President of the Senate and Senators in Parliament assembled.

We, the undersigned, wish to register our opposition to recent changes to Australia's Overseas Student Program (OSP) outlined in the 1986/7 Federal Budget, most notably:

1. the decision to dramatically increase the visa charge for existing and commencing students;

2. the imposition of the visa charge for TAFE, secondary and some postgraduate students;

3. the failure to lift national, institutional and course-based quotas on overseas student enrolment;

4. the further deregulation of the Overseas Student Program through the expansion of full-cost study programs for overseas students.

We believe that the Overseas Student Program is an important education program to promote international goodwill and peace, especially among the nations of Asia and the Pacific region. The continued imposition of charges and quotas, as well as the forced deportations, only serve to undermine the considerable value of the O.S.P.

Your petitioners therefore humbly pray that the Government reverses its decision to downgrade the subsidized O.S.P. and resolves, in its place, to dismantle the prohibitive visa charge and quota system.
