Senator PUPLICK(8.18) —I thank the Minister. She has confirmed that the means by which the Government's stated policy-it has been stated on a number of occasions-is to be achieved is, in her words, 'not clear'. Yet the Minister for Aviation, Mr Peter Morris, has written a letter and Mr Beazley and Mr John Brown have put out a statement saying that the process will be undertaken by parliamentary action. I do not regard the matter as having to go any further. I accept entirely Senator Ryan's assurance that those members of the Government are in the process of considering whether they should honour or dishonour the public statements they have made. Considering that repeated dishonouring of the public statements and promises Labor Ministers make is so typical of the Government of which Senator Ryan is a member I am quite satisfied with the absolute consistency of her answer.
