Senator GRIMES (Minister for Community Services)(5.19) —I suppose that that is right, Senator. I suppose the answer is that if Mr Whitehead had not been there to prune those proposals, on past record they would have gone through. I think he is trying to modernise the ABC and its procedures. To do that he had to hack around at some of its proposals, and he did so. Whether it is reasonable to call those proposals cuts is, I suppose, a matter for conjecture. However, I think the intent and the meaning is clear, now that the extra answer has been given.
