Senator ARCHER(12.28) —For anybody who reads or listens to these debates I also would like to confirm that I am not here to impede the ownership of housing, if that was the inference that could be gained. There are a couple of points which I raised in the course of my speech at the second reading stage on which I would still like some more information. The first is the proportion of commercial re-insurance this organisation will be required to produce. The second is whether or not the 25 times gearing is to be maintained under this organisation. Also, we did not get any examples of the sorts of things likely to come under proposed new sub-section (3C) (b). I cannot really see how the whim of a Minister can be taken as being similar to what was referred to by the Minister as national interest with regard to the Australian Fishing Industry Council. I think there could be some considerable difference. I fail to see where national interest could be construed out of proposed new sub-section (3C) (b).
