Senator MACKLIN(6.08) —I do not know whether the Minister understood my question. I was trying to put to him that 15 per cent, the maximum level of assistance provided for in the Bill, was the average level of assistance provided in the last 11 years, as stated in the Industries Assistance Commission report. Why would the Government adopt that level of 15 per cent as the maximum when in fact it was the average for the last 11 years? Obviously we need to aim somewhat higher to take account of the extremely low income years. We cannot use the average as the maximum.
