Senator MACKLIN(6.06) —Fairly obviously, the 15 per cent proposed in the Bill originated from the average level of assistance to the industry over the last 11 years. That is where the figure was plucked from. If that is the case, would that not be the major argument as to why the Government would not want to reduce the figure to 15 per cent? If that is the average for the last 11 years what will happen in extraordinarily low income years, and why is the Government proposing to base assistance in future years on the extremely depressed year of 1984?
