Senator ARCHER(4.14) —The sort of case that comes to mind would be in the early days of, say, the banana prawn fishery. At the time of the year when the banana prawns rise, 30 days is the whole season. If there is to be a charge on a 30-day basis, a fisherman could miss the entire season. I gave this some thought last night--


Senator Button —Who is more at risk-the fisherman or the suspender? The suspender is, isn't he?


Senator ARCHER —The fisherman is at risk inasmuch as he could lose his season's livelihood if he were to be put out for 30 days and no charge arose at the end of that 30 days.
