The PRESIDENT —I have received a letter from Senator Collard proposing that a matter of public importance be submitted to the Senate for discussion, namely:

The failure of the Government to ensure Commonwealth services are available to the people of Queensland and to end the blockade of that State by the ACTU.

I call upon those senators who approve of the proposed discussion to rise in their places.

More than the number of senators required by the Standing Orders have risen in their places-
