Senator WALSH (Minister for Finance)(9.54) —I move the following amendment to the proposed amendment:

Leave out '3', insert '4'.

That is in accordance with the Government's original intention. I gather from the comments that have been made that the Australian Democrats will support the Opposition amendment. Is that correct?

Senator Collard —We are opting for three.

Senator WALSH —In that case I will not press it to a division. I just want to put on the record the reasons for this Government amendment. It has been ensured, both in the original legislation and in the amendments carried so far, that the five grower representatives or their alternates will at all times have a majority on the Board. That is not really the issue at stake, but the Opposition's proposed amendment, which evidently has the numbers to be carried, simply reduces the number of people with technical expertise on the Board. For that reason the Government is opposed to it, and the Government's opposition has been expressed by way of the further amendment which I have just moved.

Amendment (Senator Walsh's) negatived.

Amendment (Senator Collard's) agreed to.

Clause, as amended, agreed to.

Clauses 12 and 13-by leave-taken together, and agreed to.

Clause 14 (Alternate members).
