Senator COLLARD(9.28) —by leave-I move:

(4) Page 6, after proposed new paragraph 33I (1) (d), add the following new paragraph:

'(e) 5 wheat growers, one from each of New South Wales, Victoria, Queensland, Western Australia and South Australia, nominated by the respective State Affiliates of the Australian Wheat Growers' Federation.'.

(5) Page 6, after proposed new sub-section 33I (1), add the following sub-sections:

'(1A) The members of the Committee referred to in paragraph (d) shall not participate in the deliberations of the Committee or vote except in respect of the nomination by the Committee of the persons referred to in paragraph 34 (1) (d).

'(1B) The members of the Committee referred to in paragraph (e) shall not participate in the deliberations of the Committee or vote except in respect of the nomination by the Committee of the persons referred to in paragraph 34 (1) (c).'.

My reason for moving these amendments follows consultations with the Australian Wheatgrowers Federation. Its idea is that there be a core committee which would sit with the five Australian Wheatgrowers Federation nominees to select the three specialist or expert members. But when it comes to selecting the member from each State, the Federation would like the Bill to be amended so that the core committee would sit with members from each State to select that one State representative. Anyone who has had anything to do with the wheat industry would know that it operates very much on a State by State basis. There is much parochialism, as there is indeed in many other areas, within the wheat growing industry. To overcome the problem or any future conflict, it has been suggested that that core committee sit with the five members just to nominate the specialist members of the Australian Wheat Board and that the core committee then sit with the five representatives from each State to nominate the one person from that State who will be that State's representative on the Wheat Board. That, very briefly, is the intent of my amendments.
