Senator MACKLIN(9.21) —Perhaps I can clarify the point I was making in terms of the first amendment. The effect of the amendment is actually achieved by the Government's own amendments Nos (9) and (10). Unless the Government wishes me to move that amendment, it seems to me that it would be far simpler to leave it out. I now realise that having it in has no effect because of the Government's own proposed amendments to its Bill. There is no point in going on with the amendment.
