Senator MACKLIN(9.19) — Mr Temporary Chairman, I have circulated some amendments, one of which refers to the deletion of some words which are contained in the original new section and are retained in the proposed amendment by the Government. They are the words 'at the request of the Minister', which occur in the original Bill at new sections 33B (a) and 33B (b). The amendment that I had proposed originally would, I think, in conjunction with the amendments to later clauses, have simplified the matter considerably, since in new section 33E the Minister is given a range of powers already with regard to the appointment of members of the Board and the nominations, which would have had the same effect as the rather elaborate amendments which are now proposed. I do not intend pressing ahead with the first amendment that I have circulated. However, I believe that what we are now about to substitute is a very confusing way of doing something which could have been done much more simply by eliminating the first clause.
