(Question No. 111)

Senator Reynolds asked the Minister representing the Minister for Arts, Heritage and Environment, upon notice, on 19 March 1985:

(1) Who is responsible for arts funding in so far as it relates to Arts Councils throughout Australia.

(2) Who has primary responsibility for Arts Councils in Australia.

(3) What are the levels of funding by Federal and State governments to Arts Councils for each year from 1980 to 1985.

Senator Ryan —The Minister for Arts, Heritage and Environment has provided the following answer to the honourable senator's question:

(1) I am advised by the Australia Council that no single organisation is responsible for funding Arts Councils throughout Australia. Various bodies with arts support responsibilities fund the Arts Councils according the specific assessment criteria and the availability of funds.

Traditionally, the major sources of support have been the State Arts funding authorities and the Australia Council. Within the Australia Council the support has predominantly come from the Community Arts Board.

(2) I am also advised by the Australia Council that each State Arts Council operates independently and, with the exception of Western Australia which has a statutory basis, the Australia Council is not aware of any other government agency at either State or Federal level, which has a declared statutory responsibility.

(3) I am further advised by the Australia Council that State arts funding authorities have provided between 75 per cent to 80 per cent of the aggregate of Government support to Arts Councils throughout Australia. Between 1980/81 and 1982/83 the Community Arts Board of the Australia Council approved a total amount of funds to the Arts Council of Australia, Federal Division, which distributed the funds to the Arts Councils in each State according to a standard formula of funding which took into account, among other things, geography and demography. Funds provided by the Australia Council to the Arts Council of Australia during that period are as follows:

$ 1980/81 715,000 1981/82 643,000 1982/83 756,000 In 1983/84 the Community Arts Board, after consultation with the Arts Councils federally and at state levels, adopted a new basis for funding the State Arts Councils which dispensed with the previous formula and enabled base grants, plus any additional grants, to be paid direct. Funds provided by the Australia Council since 1983/84 are as follows:
