Senator GRIMES (Minister for Community Services)(10.17) —I thank Senator Chaney and the Opposition for their support of this worthwhile legislation. I certainly understand, as I am sure everyone here does, the doubts that are raised at various times and which have been raised over many years about the effectiveness of various forms of overseas aid. I am certainly not in a position to make any comments about the effectiveness of any specific moneys used at the moment, but I will refer the matter to the relevant Minister. It is a useful suggestion of Senator Chaney's that we get regular reports on such matters . Again, I will take up the matter with the Minister involved. However, I thank the Opposition for its support. It is largely a bilateral policy in this country that we assist in this way. As we said in the debate last October, it was likely that this contribution would be made after the visit overseas of the Minister for Foreign Affairs (Mr Hayden).

I will not delay the passage of the legislation any more, but I will certainly refer the matter about which Senator Chaney is concerned to the Minister and get an accurate reply. In particular, I will refer to him the suggestion that we get regular reports on the effectiveness of the moneys we spend.
