Senator PETER RAE(8.47) —Senator Walsh has again repeated his emotive term 'plundering the public purse'. That is his description of something which at the time was lawful, however socially and economically reprehensible it may have been. It was lawful at the time. He would wish to make it retrospectively unlawful. That is the simple difference between us. We are not talking about plundering the public purse. There is no real dispute as to whether it was a desirable or undesirable practice, it is a matter of whether it was a lawful or an unlawful practice.
