Senator PETER RAE(8.35) —I just wish to say that in no way do I accept the description just given by the Minister for Finance (Senator Walsh) of the difference in attitudes. The difference in attitudes is one of respect for the law as it exists. When emotive terms like 'plundering the public purse' are used, it is a matter of whose description of 'plunder' we adopt. Should we accept the law's description or Senator Walsh's description-the description of the government of the day which can proscribe actions retrospectively according to its whim or the law as it is properly made by the parliamentary process and interpreted by the courts? That is the question. It is not as Senator Walsh put it.
