Senator HARRADINE(3.47) — My contribution to the debate is simply to ask on whose authority the priority for the listing of Government papers is determined. Paper No. 19 concerns the annual report of the Australian Broadcasting Corporation, Paper No. 21 is the Australian National Satellite System report, and Paper No. 27 is the annual report of the Department of Immigration and Ethnic Affairs. These are all major reports about which we now are not able to have any discussion at all. We should be able to have discussions on these major matters of importance. However, as time has now expired discussion of these papers will have to be held over until Thursday, when we will not have time to debate them. I wonder why the papers are put in this order and why these matters of specific contentious importance are at the end of the list.
