Senator MESSNER —by leave-I claim to have been misrepresented by the Minister for Social Security (Senator Grimes). I announced the social security policy of the Liberal Party of Australia and National Party of Australia yesterday. Specifically, the Minister claimed that there was no provision in that policy for child care for the needy. To put that point at rest I will quote from the platform--

The PRESIDENT —Order! The honourable senator is now clearly out of order. He is not making a personal explanation; he is making an explanation in regard to policy. He was given leave to make a personal explanation and I must restrict him to making a personal explanation.

Senator MESSNER —I simply make the following statement in this respect: The Minister's statement was clearly false as a reading of page 11 of the social security policy states--

The PRESIDENT —Order! The honourable senator is clearly out of order.
