Senator Kilgariff asked the Minister representing the Minister for Employment and Industrial Relations, upon notice, on 1 June 1984:

(1) What funds have been allocated under the community Employment Program (CEP) : (a) national; and (b) to each individual State and Territory.

(2) How many projects have been funded by the CEP in each State and Territory.

(3) What was the nature of these projects.

(4) How many people have been employed through the program in each State and Territory.

(5) What is the average period of employment for these people.

(6) How many public servants have been employed in each State and Territory to administer the scheme.

(7) What is the anticipated total cost of the CEP in administration.

(8) What will be the total amount expended on grants through the program.

(9) When does the Government anticipate the CEP will close.

(4) Estimates of placements under CEP are not yet available for States and Territories individually; the total for Australia is estimated at 28,400 to 30 June 1984.

(5) The average duration of jobs created in CEP projects to 30 June 1984 was 26 .8 weeks.

(6) The CEP is jointly administered in each State/Territory by the Commonwealth Department of Employment and Industrial Relations and the relevant State/ Territory Government departments. The information sought in respect of State/ Territory Government staff is not available to the Commonwealth and should be sought from relevant State/Territory Government departments.

As at 30 June 1984, the number of officers of the Department of Employment and Industrial Relations actually involved in the administration of the CEP was:

(7) The total cost of administration of the CEP to 30 June 1984 was $8 million, excluding costs of administration borne by State and Territory Governments. The total cost comprised an amount of $5.5 million for administration of CEP through the Department of Employment and Industrial Relations and $2.5 million from the 1983-84 CEP allocation paid to the State and Northern Territory Governments to assist with the costs incurred by the principal State/Territory Government Departments administering the program.

The overall cost to the Commonwealth of administering the CEP in 1983-84, $8m, represented 2.7 per cent of the 1983-84 allocation for CEP of $300 million.

(8) The value of approved projects and projects recommended for approval to 30 June 1984 was $728.8m, involving grants of $564.3m of CEP funds.

In 1984-85, $410m has been allocated for job creation through the CEP. However, the total amount to be expended on grants under the program will be dependent upon budgetary considerations in 1985-86.

(9) Under Section 12 of the Community Employment Act 1983 which established the Community Employment Program, no new liability to be discharged out of moneys appropriated under the Act may be incurred after 30 June 1986. The continuation of the program beyond 30 June 1986 is an issue still be be decided by the Government.
