Senator MACKLIN(9.54) —The proposition we are putting forward is not to run counter to the Government's proposition contained in the legislation; it is to enhance that so that there is an automatic starting of the public inquiry process. We have a public inquiry process going on in relation to something which is not an emergency. It seems to us perfectly reasonable to say that if there is an emergency a declaration must be made, we get the public inquiry going afterwards-because we could not get it going before-and then, if it says that there are no problems or difficulties, that is it. But it may very well be that the public inquiry process turns up something which may need remedial action. We are not seeking in any way to counter what the Government is doing. We just want to make sure that there is an immediate and automatic public inquiry upon the making of an emergency declaration.
