Senator MACKLIN(9.47) —Is the Minister for Social Security saying that not to publish such information in newspapers, as set out in clause 17 (2), was a deliberate decision by the Government? Was a deliberate decision taken regarding that clause by the Australian Agricultural Council? In other words, did it go through this Bill clause by clause? Did it deliberately make a decision not to systematise the method of publication of agent organisms, target organisms and the inquiries involved with both of those organisms?
