Senator GRIMES (Minister for Social Security)(9.40) —We believe that these amendments also are unnecessary. The Australian Agricultural Council or any other body interested in biological control will never reject serious applications for biological control without giving reasons, nor would it get away with such a procedure.


Senator Macklin —Why would you oppose it?


Senator GRIMES —The proposed amendment would oblige the Council to provide reasons for rejecting all applications, including frivolous ones-there will be plenty of those-and we think that would be an unnecessary burden.
