Senator GRIMES (Minister for Social Security)(9.37) —There is no need to amend clause 9 in this way, and there would be no purpose in doing so. The complementary State and Northern Territory legislation will reflect the Commonwealth's Biological Control Bill in all respects, including the provision of a public inquiry. The Bill will be accompanied by a formal agreement, which has been drawn up but not yet signed, that prevents amendments being made without the unanimous consent of all parties. That is the protection in the legislation. We believe an amendment of this type is unnecessary; therefore, we oppose the amendment.
