Senator SCOTT (Leader of the National Party of Australia)(9.32) -I indicate opposition to the amendment. I believe that the Australian Agricultural Council is the appropriate body to deal with the question of control of this particular plant pest. There is no shadow of doubt that so- called salvation Jane has a very distinct throttling capacity. What she throttles is the capacity of the land to produce agricultural commodities. I believe it is also somewhat improper and unrealistic to assume, as this amendment assumes, that people involved in agriculture in this country have no concern for, or capacity to be involved in, the environment. It is the very area in which they operate. I can only say that I believe it is inappropriate to change control from an agricultural concern to an environmental concern because, amongst other things, agriculture has a very great concern for the environment.
